"...the law requires that you immediately begin to issue marriage licenses to all qualified applicants without regard to gender," according to a letter delivered to Harris County Clerk Stan Stanart.
The letter, written by Harris County Attorney Vince Ryan, states that until the Texas Bureau of Vital Statistics updates its marriage license application forms, the present form can be accepted from all applicants, which would comply with Texas Family Code Chapter 2 requirements.
